Was exactly the same with child benefit. Unfortunately there is no easy or cheap way to administer such things. They tried using pension credit, which was there & ready, but it was way too low. Now it may be pensioners have to complete tax returns for clawback from those not entitled. Same as CB.

Am I right in thinking a couple with an evenly split income of £69000 will get a full winter fuel payment, whereas a single pensioner on £36000 gets nothing??? My heating bill didn't halve when my husband sadly died. If correct many will think this unfair. 😡
