Possibly. It's allowed under Section 48 of the Planning and Development Act 2000-2015. It allows local authorities to require developers to contribute financially towards the provision of public infrastructure. Another possibility may be Clar funding.
See if the council places a levy on the developers of new housing estates to fund existing/new infrastructure (like playgrounds) which benefits the local community.
Does Galway Co. Council have a development contribution scheme for playgrounds?
Has the committee investigated Leader funding, Michelle?
