If he needs a list of people to pardon, he can start by reaching out to The National Council for Formerly Incarcerated Women and Girls - they can give him all the information he needs to start bringing people home who received unjust prison sentences.
If anyone has Biden’s ear, pls tell him the power of the pardon was never meant to be used only during holiday season. It can be used anytime. He needs to start using it.
