I think I could accept an AI incarnation of George Washington responding to questions by looking annoyed, walking to a bookshelf, grabbing a book containing a primary source of what he said, and handing it to the viewer.

I can't speak for all of your experiences, but the reason that somethings have gotten worse has less to do with code and more to do with decisions about what to do with the code. That's how we end up with google search degrading and shitty windows updates. It's not bad code* - it's bad decisions.
