Portland to pay $3.75 million settlement to family of man killed in 2022 police shooting
Immanueal Clark, 30, was shot and killed as he ran from Portland police officers who had approached his car.
What if we changed city -> police contracts and made it so that the police union was liable for payouts like this, instead of the city. Would it drive change? Accountability? Because I'm not seeing any change now. Reforms are failing to reform behavior.
