That's what MAGA have been doing. We haven't, or at least it's more difficult for us, given urban and coastal Blue voter clustering, as well as the continuous abandonment of the Blue Wall by young progressives.

You should know that Congressional apportionment in the US House counts ALL people in any state, citizens or not.
