There are ways to reach that demographic without long psych holds.
Walk in clinics. Street medicine. There are psychiatric medications that are longer-term injectables and can work better in populations like this because you don't have to worry about losing your meds / having them stolen.
Supportive housing and housing first are the other options. They work. We have them here, just not nearly enough.
Basically you provide housing, sobriety not required, +/- help managing appointments, keeping up your apartment when it gets way too bad, etc.

How is that ethical? LA is very expensive, like here. Mandating treatment won't provide job training for a living wage job, affordable housing, actual medical care. (People self-medicate to treat medical problems that they can't access care for or to help them survive).
