Through all these years living with this power, Rhaeth slowly begins to understand it more and more, until he then is able to use the runes much more precisely. He can enchant items by drawing specific rune combinations on it; others work like a lucky charm.

In moments, when he has to fight for his life, runes will appear on his skin like red war paint, granting him a rush of power and tenacity, and then will fade to ash after their work is done.

They ran over the skin of his hands, up his arms - and then he passed out in this cave, while the runes melted into his skin and blood. They basically merged with his body and mind, and this is why he can't use them by sheer will, like a mage maybe would with spells or a wand.
They were carved into the stony walls and floor, in a mesmerizing pattern, and when Rhaeth touched them in his curiosity, they awoke. You can imagine them behaving like living ink, as if written words come to life and start flowing around like a stream of water.
and it was some time later, when Rhaeth stumbled across hidden ruins of his ancestors (there's a good chance that the runes unconsciously led him there). Deep in these ruins, he found more runes, powerful ones, forgotten ones, asleep and waiting for someone like him who could make use of them.

The runes are still a big WIP, but yes, they work differently for others! They might help a healer to heal severe wounds with very little effort, for example.

They're also partly the reason why he is immortal, and their power only grows throughout the years, up to a point where he can use them to travel to a set point in time and space.

Rhaeth can be brutally vengeful, and he's very stubborn about it. People he love can ease these dark and bloodthirsty feelings and calm him down. But if he really feels hurt and being wronged, he might do some stupid things.

Depends. Around the house Rhaeth is usually naked or wears loose trousers. In public he dresses a bit more, but still shows skin, be it chest, midriff or arms. As an agile hunter, he needs to move freely and hates to feel restrained by too much or the wrong clothing.
