That’s an oversimplification. The US, Ukraine and Russia haven’t signed the ccm afaik and the US has a policy where they allow cluster munitions with a fail rate below one percent, I believe it is.

that’s a massive oversimplification. it surely has some impact but the electorate also has a huge tendency to simplify complex issues which is being used by russian propaganda to a great extent too. people don’t want to hear things are difficult so they are fed simple, erroneous answers.
