The Dutch faced dual pressures in Indonesia:
• Piracy & coastal raiding (irregular and non-traditional threats)
• Rival states in the region (traditional threats)

Their solution? A hybrid naval force: conventional units for major threats, semi-military local forces for irregular ones.
