I'm not disagreeing with this. Autonomous driving has a lot of challenges, and I think "London, or the UK, not allowing it" is a perfectly reasonable stance. The steering being on the wrong side for the edge case of someone having to temporarily manually drive it? I don't see that being an issue.
I hate to tell you, but there are all sorts of cars successfully driving around London with the wheel on the other side.
Why I share some basic concerns and pessimism about Waymo in the UK, and London in particular... Why is this an issue? There's no engineering reason for them to build a custom version with the wheel on the right side.
