A major problem here is that whoever controls the Presidency or the Supreme Court usually has the approval of most of their partisans, whereas basically nobody approves of Congress and hasnβt in twenty years

And ultimately it is very much up to βmost peopleβ
Unfortunately I am not convinced there is a single Congressman willing to do so

It would likely be wise of Congress to pass an act indemnifying such actions except insofar as it is deliberately desired to reverse Trumpian policy.
All the non-political appointees would validly hold their positions regardless of a vacancy in the Presidency. The only actions that would therefore be legally suspect are those that go against pre-existing executive orders which Trump purported to repeal.

Counterpoint: even if we just have 50 Senators in 2029, so long as Fetterman is primaried, we will be able to get a lot more done under the new President than we were under Biden, which was more than we were able to get done under Obama despite Obama having 60 Senators
