Also, to adequately cover for staff absences using the Pilot/Plane analogy then you need to maintain a pool of staff who have read all texts for all subjects and all years.

Given the volume of staff absences and substitute teachers my 15yo has, and my 18yo when they were at highschool, I don't think this argument holds as much water as it should.
A large number of kids are taught by teachers who have not read the text or know the subject.
