Obviously (I would hope), "universal" in "universal benefit" quantifies at most over people the government knows about. I don't recall reading anything about UBI that even mentions undocumented immigrants.

I thought the entire point of UBI was it's universal, not means tested. Everyone would be eligible. Any talk of "ineligible" means it's not UBI, just another low income benefit
