No there were First Order worlds because in bloodline a few centrist world succeded from the New Republic and became the First Order.
The Final Order is actually a entierly seperate entinity on Exegol and a private army of Palpatine.
Was there a First Order Senate like what the Sepratist had? Some sorta public capital?
You get the sense that their are TWO First Order's.
The public First Order that are the few (Minority) centrist worlds that split from the New Republic.
and the REAL First Order that is the military Junta in the Unknown Regions

This is most likely because of the prequels but it is kinda interesting that in Legends the New Republic had a "Provisional Council" for 7 plus years before establishing a Senate.
Where in Canon Mothma is like "RESTATE THE SENATE ASAP!"

Also makes sense when you remember The Client sent out Bounty's to CAPTURE the child, while IG-11 was ordered to KILL the child.
It’s actually really good and it makes a lot of sense. Especially by season 3, Gideon always seemed a bit more loose canon, I feel like Thrawn would have put him down very quickly if given the opportunity.
Liking the headcanon that "The Client" and "Moff Gideon" belong to different Warlord Factions.
The Client is loyal to the Shadow Council's grander mission.
Gideon is loyal to his own mission of cloning.
Its just a headcanon but it's a good one.

This was actually @kelly-knox.com's suggestion because I wanted to nod to Aphra but the timeline didn't add up. She suggested having Jaylen go to Bar'leth. He was still there years before Aphra, but maybe some gossip about him got passed down the years to her.

Lot of it I think is a combination of him
Making "peace" with the New Republic (To keep the Imperial Remnant from not collapsing)
and helping out against the Yuzong Vong thus making people thing "Well the Empire is bad but at least they aren't the Vong"
People sometimes call Pellaeon a "Honorable Imperial" and yet in canon he is part of a group calling themselves the "Shadow Council" that all witnessed and most likely partook in Operation Cinder.
Not only that he's working alongside the likes of Gideon and Hux Sr.
