Through the lens of a protracted governance crisis, I show how mayoral agency, political transitions, and “low visibility strategies” can together trigger institutional innovations, opening up space for alternative practices of urban citizenship.
Focusing on the case of Izmir, it examines how municipal–IO collaborations (between the Izmir Metropolitan Municipality and UNHCR) have helped build institutional pathways for refugees’ access to rights and services.
