It would be wonderful of pollution/concentrations of greenhouse gases stayed immediately above the polluting country. They could keep heat/erratic weather/floods all to themselves.

1-Heath demanded Anglo-Persian oil, now BP as British co. prioritise UK. BP was multinational & refused.
2-Labour govt set up British National Oil Corporation. Thatcher later privatised it.
frequent Electricity cuts.

I recall an immigrant family who after years were refused asylum. Daughter had learnt English. Started school at 12. A* GCSE, father a medical Dr in home country. Police burst down door at 5am, handcuffed & taken away. Local community incredibly angry. Family was + to local community.
