for these they said they'd use the mandatory top level for all the tests, plus actual emergency imminent danger alerts (probably just fire and floods)

yeah exactly. I'm essentially tethered to my phone and other devices at all times just to survive, but everything goes straight to my smartwatch without notification sounds because that's the only way to survive with M.E.
a purely visual alert would instantly get my attention, without harming me.

last time I lived in an environment with random false alarm blaring sirens,
it pushed my brain so far that close proximity sirens and alarms would put me into a seizure
just from the overwhelming sensory input that my brain couldn't process or filter
If this doesn't have accessibility options, it's not just useless, it's actively dangerous and harmful for me.
I would be better off rooting and jailbreaking all devices that are going to be in this program to disable the audio component.
