Best way of learning blender is figuring out what you want to learn. With 3d there is almost unlimited things to do so finding one thing to focus on is a great start - but learning the interface and how to navigate is the first step - i also offer a mentorship if your really serious and want company
It dosent look like its parentet to a bone
there arent any relationship lines, those are the stippled black lines
To parent it u want to go to edit mode and choose the eye, then a bone it should follow and press ctrl+p and choose make parent - offset
