Yes it is. I also deliver ninja food boxes from the farm to folks that need help, just leave them by the door, ring the doorbell and leave. Homemade bread, jams, pickles, cookies, produce from my farm, etc. Not replacing the food pantry, just letting people know I see you and I care.
I'm not really a church person, but it seems to me like maybe the ones in my part of Florida aren't aware of how bad the problem truly is, because as @midnightman.bsky.social indicated, the state does a good job of forcing counties to cover up the problem. It's unfortunate.

We don't have shelters anywhere in the county. People are allowed to stay in the park during the day, but have to leave at night. Food pantry us open M-F, but no prepared food. Churches don't serve meals or anything, except at christmas. So at some point you just have to become a band-aid.
