The thing about magic in the PD is that it's SO strong that those who have it are in charge and make the rules.

In Ophidia, there are next to no rules for Godbloods. Even murder is on the table.

In Aloutia, they try to stop the worst crimes by getting *good* Godbloods to police them

There are entire cabals of dark magi and serial killers that exist openly in the Outlaws. Going around and dealing with these offenders. They deal with their intrusive thoughts and urges while providing a public service.
