Would honestly check inspector.twitch.tv and see if it's network to try and debug it, might help get some answers

Average time to render frame is a little high, kinda wanna aim for under 1, there might be a hardware issue if it's both rendering and encoding lag

What servers are you using?
If i remember Twitch removed London servers for whatever reason xD
