Thanks! The 2035 carbon neutrality target is binding and the government must take measures to implement it. The issue here is more about urgency of additional measures.
The Finnish Supreme Administrative Court just gave its second climate ruling. The Court 1) made a groundbreaking decision that the case was admissible, also referencing Klimaseniorinnen 🥳2) dismissed the case on substantive grounds, finding no violation of the Finnish Climate Act🤔

2) Consensus is determined by the chair, whose ruling could in theory be overturned through a process vote. As to Saudi opposition; this was ignored when the UNFCCC was adopted & during Kyoto negotiations; as was objection by Russia & Ukraine to the Doha Amendment - difficult issue, many stories.
1) Not sure what they intended but generally parties can: 1) make their opposition known and recorded w/out blocking 2) make a point of order to stop the proceedings if mistreated (eg as in Copenhagen) 3) the GST decision was not adopted last night after parties opposed with the aim to block it.
After much #COP29 suspense, parties eventually set a new finance goal
They also operationalized the market-based approaches for the #ParisAgreement and extended the gender work programme, but failed to reach agreement on taking forward the outcomes of the Global Stocktake

The image shows an overview of how much over time previous climate COPs have gone. COP 29 is already longer than COP 6, COP 13, COP 19, COP 18, COP 26, COP 24, and COP 21 (which ran 30:33 hours over time). The record was COP 25 in Madrid, which ran 43:55 hours longer than scheduled.
