Psychotherapy for Borderline Personality Disorder (BPD) does have an effect on overall symptoms of BPD. But individuals with BPD often suffer from interpersonal difficulties and these can severely affect daily functioning.

I am 100% sure that you did so. And yes, same pattern in other healthcare settings as well. Yet, if providers are MDs, it’s less likely that financial cuts will be the preferred policy solution.
But to be perfectly clear: excellent study and we, the German psychotherapy providers, should take this very seriously.
This is a disheartening finding to my profession. We need better allocation/matching, yet I assume that such a finding will be actively misinterpreted by policy makers to further restrict access (no need to maintain current # of licenses) & to reduce reimbursement (they only treat worried well).
Throwback to when they redrew the forest plots in one of my first publications. They also “rearranged” the adjacent score and CI values across studies and decimals.

I dont think that this would be possible. However, WHO defined that each Country should have a national registry. Which one is the one for Norway? Maybe you can use that?
