The big question: Will geoeconomic competition accelerate decarbonizationβor fracture it?
That depends on:
- Keeping GIP green
- Avoiding public backlash
- Embedding competition in cooperation
Global spillovers:

Positive: race to the top β faster innovation, cheaper tech, deeper climate cooperation.
β Negative: trade barriers, higher costs, geopolitical conflict, growing divides.

But design matters:
Open-economy vs. closed-economy GIP
Institutions & fiscal capacity determine success.
Policymakers mention strategic competitiveness and climate mitigation most often as goals for GIP
EVs & batteries = biggest focus
Green industrial policy (GIP) has exploded worldwide.
By 2023:
China, EU & US = 60% of all GIP measures
Why the shift?

Together, these drivers created a geoeconomic turn.
