It potentially could though. Say School A has 120 kids and School B has 60 kids in 3rd grade. You would need 6 teachers total for classes with 30 kids, and 8 to reduce classes at both schools to 20-24 kids. If you combined the schools, you could reduce class sizes to 25 kids with just 7 teachers.

District leadership opted for fewer budget cuts last spring, records show
Minneapolis Public Schools leadership opted to use more district reserves than recommended by the internal budget committee.
As MPS’ ability to continue funding operations out of reserves ends, difficult decisions are being made.
