Frankly I don't know what the situation in Australia is, but it does seem to either be about trying to save face by backing out of having Israel play after agreeing to it or as you said, money. Very messy situation, not having an official statement a few months before the tournament is unfortunate.
To answer your question yeah its not official, but from what I can gather, the tournament will be awarded to another country within the division, and there won't be any sanctions.
50/50 chance it either happens or not
On a more serious note I do not think i have anything to report, will just have to see what happens unfortunately :( definitely a cool place to host so I hope something happens!
