It may have been a refueling plane refueling another refueling plane, which is possible but I'm not sure why you'd do that there (I wouldn't know). But that's possible depending on the exact KC-135 model(s) involved.
I would be less surprised if that was the situation, it's that two USAF refueling planes on a mission together apparently ran into each other that surprises me.

Some reporting indicates that the second aircraft was ALSO a KC-135, and that it landed in Israel after dumping fuel in the Mediterranean Sea. I don't understand how two refueling planes collided with each other, if that's what happened. They keep their distance from each other for obvious reasons.

It could have also been part of a broader classified mission where they don't want to divulge via reporting out the exact fighter/bombers being used.
