Danish personal registration numbers is also the way people identify themselves instead of giving bank address, name and so on. Instead you often just give your number when calling gp/bank

You can apply for new passport, driver license, birth certificate and so on (same cost as normal). Changing gender legally, requires no payment, only a boiler plate template to copy and paste, and slightly modify. No one then knows you've changed gender legally when looking you up.

Once 6 months have passed, the user gets a new personal registration number (which is only knowledgeable to government registration office you've changed gender legally). You get a letter linking old and new number so banks can change gender and registration number over.

I despite the wait, think the Danish approach is alright/decent. Someone uses a template which is sent through digital post (not email) and the user receives a confirmation.
