Despite its opening flourish, Carney‘s speech, with its central call for collective defence and common institutions rather than national autonomy, was in fact a robust defence of, and call for, a rules-based international order.
Powell's term is done in May. Trump would rather risk crashing the economy than give up his petty revenge fantasies. And the entire regime is in the "Make great grandpa stop yelling" business.

Zelensky’s strategy remains to agree to things so as to show Trump that he’s playing along, - knowing Putin isn’t going to accept any of this anyway - hoping that will finally convince Trump to turn on Russia.
Putin’s will watch and see what Zelensky gives up - and then keep fighting regardless.
