I think I don't understand what you mean by "culturally literate." It's much harder to engage culture (books, art in general) if you haven't consumed other culture, all the more for books, ime.
I *think* they still matter for promotion, but I'm honestly not sure. I'll worry about that when it comes time to think about going up for full.
My institution makes them optional for students, so I usually get very few evaluations per semester.
Many do this for all kinds of no-stakes writing, I assume they would also do so for the evals.
