The only thing at that point stops him from that point is impeachment.

99% of HS Govt classes teach the importance of Marbury v. Madison. Judicial Review is implied in the Constitution, in Article III, and confirmed with the Marbury Decision.

You have to be vacant intellectually or a complete idiot to argue against judicial review.

The American system of government leans on humility, pragmatism and perspective as its main source of checks and balances.

In other words it requires the people within the system to recognize the system is bigger than they are.
