A brown bear stands on the sidewalk, chatting on his phone. It looks like he is enforcing parking rules, judging from the bulging car shaped belly. From the bulge, it looks like a more experienced cop was instructing him.

In law enforcement they often say to go with your gut feeling to new recruits.
I may have found out, this does not apply to parking duty.. Oh well, we all make mistakes!
