I illustrate how first responders influence global governance from the bottom up with a case study of the European migration and refugee crisis, drawing on elite interviews and ethnographic fieldwork in Chios, Greece in 2016.
In the article, I argue and theorize how the decisions by frontline crisis managers not only shape the crisis response by international organizations but have long-term effects on their policies.
