If gas gets cheaper, the rich use a lot more gas. You can argue that cheap gas is a bigger deal to the poor than the rich, but Iran faced this same question, chose to do cash over subsidies, and reduced poverty. The poor were better off with more money to buy food than cheaper gas and cheaper food.

Deflation is like a reverse flat tax. Its value increases as one's spending increases. That is regressive. Better to provide a flat benefit to everyone. The value of that does more for someone as their spending ability decreases. That is progressive.
They are not the same and clearly UBI is better.

Something costing less does nothing for someone with nothing. It can even enable a lot more consumption of something by those with high incomes. Think oil. Is it better for that to cost half as much? Or is it better for people to have more money to afford more expensive oil and also green choices.
