Great player question: If you have War Caster and Sentinel, can you cast a spell for Sentinel’s third point? (2014). No, because Sentinel only allows you to “make a melee weapon attack against the attacking creature” (PHB 2014, 169).

The spell Silence specifically states: “…casting a spell that includes a Verbal component is impossible there” (2024 Free-Rules, 316). Cutting Words is not a spell, it is a 3rd-level feature. Silence would prevent you from casting Vicious Mockery though! Hope this helps.
Great player question: Can telepathy replace verbal spell components, and what if creatures can’t hear you when using Vicious Mockery or Cutting Words? Chapter 7 of the 2024 PHB says verbal components must be spoken in a normal voice, but creatures don’t need to hear you for these to work! #DnD #5e
