Famously the Graf Zeppelin visited Helsinki in 1930, but due to strong winds was unable to land, so it just dropped some mail with parachutes and loaded some outgoing mail via a rope before continuing to Stockholm. Kinda sucks if you bought a ticket!

I don’t think it’s even necessary to understand the particulars. Modern states are incredibly robust. Pre-modern states were a thin extractive veneer on small, not very complex societies. Machiavelli (much less Sun Tzu lmao) simply could not comprehend the modern bureaucratic state.
