The primary barriers to building a modern grid — our tax system, planning, permitting, siting, and cost allocation — require durable policy solutions.
What is required is an institutional structure with the authority, capital, and governance to convert individual corporate commitments into public planning and infrastructure at the scale and speed the moment demands.
