This intent and result—hatred against a collective—are what transform these claims from mere statistics into statistical fascism.

On the contrary, the goal is to generalize hatred, fear, or disdain toward the entire targeted group, instilling support for repressive or discriminatory actions that affect ALL members of the group in question—not just the individuals responsible for sanctionable behaviors, as in liberal democracy.
In statistical fascism, these claims are never aimed at investigating potential injustice or discrimination as the cause of overrepresentation.
For example: "While less than 1% of people are transgender, transgender individuals make up 15% of the prison population" (a claim retweeted by Elon Musk, the veracity of which I’m not interested in verifying).
Its favorite tool is the accusation of overrepresentation of a particular group in something negative.
