It's not something a utility could offer though, not if the prison/jail wants the same services they have from the private telecom -- they pretty much all utilize phone call recording, tracking/networking webs of communication, "AI" monitoring of calls to predict crimes (🙄), etc.
For sure. But I don't think it would be any better if those services were provided by a public entity, like a city or county, because they would still be incentivized to maximize their profits and minimize their costs.
In my experience, that's not what people mean when they talk about "private" prisons being the problem, though.

Yes, I've been collecting a list of banned locations when I court watch, but I need to learn how to scrape the data from the clerk website as I'm only in court once a week & I'm sure I'm missing a lot. Solicitor general gave a talk to downtown development authority on his use of banning last month 😒
lately they've banning people (always homeless) from our entire county. last year, i watched someone tell the judge their only way to comply was by walking via a highway until they crossed the county line, and they said okay, you have 48 hours to get out. good luck.
