Fuel emergency level system: What happens at each stage, where are we now, are car bans included?
There are four levels, similarly to the Covid alert system.
The NZ Herald article about the "Escalation Levels for Fuel Response" apparently announced in Aotearoa today suggests about 50 days supply currently held locally.
Which is better than I had feared, but not as good as I'd hoped (or IEA requirements of "90 days").

"Commercial stocks of crude oil and refined product held within New Zealand (owned by the fuel companies) currently cover about 40 days of fuel demand net of oil exports. Membership of the IEA requires New Zealand to hold stocks equivalent to 90 days of net demand. To make up the shortfall (currently about 50 days), the government contracts with other parties for provision of petroleum reserve stocks. I'm sensing the Aotearoa (2024) National Fuel Plan (by NEMA/MBIE as a Civil Defence document) did not fully consider the scenario of a major *world wide* shortage.
Apparently 40-50 days fuel held locally, and rest (of 90 days) is "option to purchase" π¬

5 days maintenance might be unusual for the private sector, but it seems common in the Aotearoa Government.
IRD had a run of about 3 years where they'd have 3-10 day "systems offline" maintenance periods 1-2 times a year.
(Fairly sure IRD was using those to bulk migrate data between applications.)

Usually the legal solution to that problem is to keep adding exceptions as people bring them up. Potentially building in a way that, eg, the responsible Minister can add classes of exceptions.
(I assume here by "VPN" they mean what the UK means by "VPN" -- ie, makes traffic come from overseas IP.)

Not just allowed. They're special cased. "mopeds" (50cc and under) can be riden on a car driver's license, rather than needing a motorcycle license as for larger scooters/motorcycles.
