In universe there are plenty of exceptions for trainers other than the main character, and those options aren't even three stage Pokémon.
But the only starter exceptions I can think of for the main character are all kanto based games.

Had a fun weekend of gaming. Saturday day was star trek where I played my klingon starfleet captain. Saturday night I played my transformed galgoyle for @2dollarcreature.bsky.social and Sunday I played my synth in a fallout rpg.
It was a weekend full of Modiphius and Magpie games!
Playing fallout rpg, rolling like dog shit. I've nearly killed 2 characters from friendly fire!
