I couldn’t say based on the current publicly available information and my quick read of the relevant French laws. But I was struck by how the provisions to which the press release alludes form the legal basis for parts of France’s export control and sanctions regime against Russia.
Too soon to tell, but will be interesting to see what comes out from France in the next several days.
