The Artemis III manned moon landing is scheduled for ~3 years time and relies on Spaceship HLS, which is carried by Starship. NASA is in a hole with this. Starship government funding is unlikely to be affected by current DOGE cuts!
I’m no way an expert, but if problems are as fundamental as the article suggests then NASA 2027 target seems very optimistic. In fact the article implies that SpaceX will have to choose between a viable payload and full reusability which means starting again.
