I am not saying indiv. soldiers should be blamed. I am saying...if the Admirals had said no to the bombing of ships, and generals said no to unsanctioned invasion of foreign lands, if they ordered subords to stand down there would be no court martials because they can't jail entire armed forces.
Invading another country and taking control of said country without Congressional approval is not covert, it is illegal. And it is an act if aggression.
