It's easiest to just always aim at the English. It's usually their fault.
I'm not thinking staff cuts here, I mean terminated for not being suitable or competent for their roles. It's one thing when an org is told to reduce its head count. It's another when the org recognises it has staff who should never have been given their jobs in the first place.
