Implications: sanctions don't exist in a vacuum. If the international community wants to empower citizens on the ground, the policy must be paired with a clear, resonant strategy. Without winning the "narrative battle," sanctions might risk silencing the very voices we aim to amplify.
Using a survey experiment in India, I explored what happens when citizens are caught between these two competing stories. The findings suggest that when people are exposed to both messages, sympathy for anti-government protests actually declines, even among government critics.
Sanctions are more than just economic tools; they are narrative battles. While the international community frames them as a "shield" for rights, target governments often characterize them as "foreign interference."
