It's not per item. It's per commodity code. So 100 cotton t-shirts is €3 - even if they're all different brands and different colours. 1 cotton t-shirt and 1 polyester t-shirt is €6 even if they're the same brand and same colour.
Yeh it's really inefficient logistically for you to import 1 single book from Japan rather than someone to import loads and sell them locally though. And the later is better for the EU too. And the main aim is to stop cheap near slave trade created clothes and tat from being imported. It's great.
