Agreed, but it is still all positioned as a supply side challenge. More interesting will be to see if Devolution leads to great leadership in getting the 'demand side' to the table

Lack of clout and urgency for whom? Always the presumption of supply side failings, which the state can choose to fix since it can have any levers it wants. Whereas the demand side passes quietly by.
