Automatic License Plate Readers (ALPR) are a form of Surveillance that threatens the safety of Washington residents. The Driver Privacy Bill was intended at harm reduction but created loopholes that can be exploited and allow invasive location tracking of vulnerable groups. Today about 95% of all law enforcement personnel are fully within the scope of the existing system in Washington State. This legislation simply requires that all police sheriffs, marshals, and volunteers comply with existing legislation for background checks, training, and certification. This legislation will make it clear that the law covers sheriffs, police chiefs, and town marshals and brings reserve officers and volunteers into the same system. This law will increase public trust in law enforcement, improve police accountability, and improve public safety.

ESSB 5925 bill allows the Attorney General’s office to investigate police agencies for systemic practices that violate citizen rights as protected by the Washington State Constitution. At present the only way to hold police departments accountable for practices of discriminatory policing is for the US Department of Justice (DOJ) to bring a lawsuit or consent decree to affect change. The Trump administration has ordered a halt to pursuing federal consent decrees.
