We oppose the bill in its current form and are advocating for legislators to strengthen the bill to protect vulnerable community members.

Limiting the evidentiary inadmissibility standard to knowing violations creates a loophole where agencies can avoid accountability simply by claiming they did not know.
Amend the bill to exclude all education institutions from being surveilled.

SB 5974 is a simple, common sense bill. Today about 95% of all law enforcement personnel are fully within the scope of the existing system in Washington State. This legislation simply requires that all police sheriffs, marshals, and volunteers comply with existing legislation for background checks, training, and certification.
This legislation will make it clear that the law covers sheriffs, police chiefs, and town marshals and brings reserve officers and volunteers into the same system. This law will increase public trust in law enforcement, improve police accountability, and improve public safety.
Anyone can run for sheriff. This law will simply ensure that a sheriff would have to pass a background check and go through academy training within 12 months of taking office.
Sheriffs would still be allowed to use volunteers for search and rescue, events, and natural disasters. This legislation would require that any volunteers using police authority must be certified.

This bill allows the Attorney Generalβs office to investigate police agencies for systemic practices that violate citizen rights as protected by the Washington State Constitution.

This bill would give the Attorney Generalβs office the ability to investigate departments for systemic discriminatory practices that deprive individuals of their rights under the Washington Constitution and to make systemic changes to police departments.
Police and policing institutions are not above the law. This legislation keeps police departments accountable to upholding the constitutional rights of Washingtonians.
Discriminatory practices and excessive use of force disproportionately affect Black, Indigenous, and people of color. This bill would serve as a stop- gap to protect the public and provide greater police accountability.
This bill seeks to address long standing practices that violate civil rights, or where there are ingrained problems that undermine the effectiveness, community trust, and strength of a department.
